Social Protection Versus Economic Flexibility: Is There a Trade-Off? by Rebecca M. Blank, Do social protection programs limit the ability of the labor market to adjust to fast-growing segments of the economy, and thus inevitably lead to a decrease in economic growth? This volume compares how such programs as social security, income transfers, and job protection laws in Western Europe, the United States, and Japan have affected labor market flexibility. Does tying health insurance to employment limit job mobility? Do certain housing policies inhibit workers from moving to new jobs in different areas? What are the effects of daycare and maternity leave policies on working mothers? The authors explore these and many other questions in an effort to understand why European unemployment rates are so high compared with the U.S. rate. By examining diverse data sets across different countries, the authors find that while social protection programs do change economic behavior, there is little evidence that they create inflexibility with regard to economic adjustment. To achieve useful comparisons among diverse nations, the authors employ "difference-in-difference" estimators, through which economic changes in a country that has undergone policy changes can be compared to economic changes in a country in which policy has remained constant. An in-depth look at the impact of various welfare programs on labor market change, this book demonstrates how social protection policies have affected employment around the globe.
Disability: Challenges for Social Insurance, Health Care Financing, and Labor Market Policy by Virginia P. Reno, This book presents a cross-cutting assessment of disability income policy in public and private programs in the United States and in European countries. It evaluates whether there is a crisis in disability benefit policy, drawing on an in-depth review of Social Security disability programs by a panel of national experts. In addition to highlighting the panel's findings and recommendations for reform, the authors debate issues in financing and delivering quality health care through Medicare and Medicaid for working-age persons with disabilities, and they examine new developments in how Workers' Compensation organizes and finances cash benefits and health care for workers injured on the job. These developments in benefits and health policy for disabled workers are examined in light of budget constraints and challenges posed by today's rapidly changing labor market. The book concludes with a provocative discussion of "where are the jobs?"--an assessment of growing wage inequality between less skilled and highly skilled workers and the implication of labor market trends for goals of promoting employment among persons with chronic health conditions or disabilities. The contributors include Monroe Berkowitz, Rutgers University; Richard V. Burkhauser, Syracuse University; John Burton, Rutgers University; Philip de Jong, Institute for Law and Public Policy, Leiden University, the Netherlands; Alan Krueger, Princeton University; Katherine Newman, Harvard University; Van Ooms, Committee on Economic Development; Dallas Salisbury, Employee Benefit Research Institute; Leslie Scallet, Mental Health Policy Resource Center; and the Honorable Bruce C. Vladek, Health Care Financing Administration.
Job security - Job security has different meanings according to the employment laws of each country. A worker in Continental Europe, if asked about his job security, would reply by naming the type of statutory employment contract he has, ranging from temporary (no job security) to indefinite (virtually equivalent to 'tenure' in US universities but across the whole economy). Employment Scams - Employment Scams, also know as Job Scams, are a form of Advance fee fraud scamming where certain unscrupulous persons posing as recruiters and/or employers offer attractive employment opportunities which require the job seeker to pay them money in advance, usually under the guise of work visas, travel expenses, and out-of-pocket expenses. United States Employment Service - The United States Employment Service (USES) is an agency of the United States government responsible for "assisting coordination of the State public employment services in providing labor exchange and job finding assistance to job seekers and employers". Job lock - Job lock occurs when a person feels unable to leave a job which is strongly disliked or unsuitable to their abilities because doing so will result in the loss of health insurance. It is more common in the United States where most people have health insurance through their employer.
